Technical certificate now required for electric scooters in Spain

Newly purchased personal mobility vehicles in Spain will have speed limiters installed

The main characteristics that all electric scooters put up for sale must meet are:

• The maximum speed at which they can circulate is 25km/h and engines must be designed to shut off above this speed. It must have anti-tampering systems for both speed and power.
• These vehicles must have a visible information indicator that shows the speed at which it is going and the battery level. All vehicles intended for personal transport must have two independent brakes, with a minimum deceleration of 3.5 m/s2. In addition, vehicles with more than two wheels must have a parking brake.
• Personal mobility vehicles must be equipped with reflectors on the front (white), on both sides (white or yellow) and rear (red). The brake light must be differentiated or combined with the rear light.
• Scooters used to transport goods or perform other services will have to carry yellow side reflectors and red rear reflectors. Goods vehicles must also have front and rear turn signals, rear-view mirrors and reversing assistants.
• All electric scooters must be fitted with an acoustic warning device.
• Scooters and other mobility devices must have a side kickstand or central stand to avoid them falling over the street.
• Tyres must have a minimum diameter of 203.2 millimetres.
• Scooters must have a unique, permanent, legible and clearly located factory marking with information on maximum speed, serial number, certificate number, year of construction and make and model. They must also have a space on the back to carry an identification or registration tag.
