Orihuela bans prostitution and doles out fines to customers
The legislation will include an action plan to reintegrate former sex workers in Orihuela

In a bid to stamp out sexual exploitation and people trafficking, Orihuela is tackling prostitution at the source by passing a law that will dole out huge fines to customers.
On passing the motion, mayor of Social Welfare, Agustina Rodríguez, said that the new legislation should put an end to “the indifference with which sexual exploitation is treated” and safeguard women who are “victims of a perverse system that denigrates them.”
Last year, Alicante introduced a similar ordinance which prohibits street begging and prostitution with fines of 3,000 and 1,500 euros, respectively.
The regulations recognise three levels of offence with regard to prostitution: minor, serious and very serious.
Minor infractions include distributing any kind of advertising material that promotes or encourages the market of prostitution or sexual tourism in public places.
A serious offence consists of directly or indirectly requesting, negotiating or accepting paid sexual services; any activity of a sexual nature carried out in a public space in exchange for payment; collaborating with those seeking sexual services by monitoring or alerting about the presence of police.
Finally, very serious infractions are considered those classified as serious when they are carried out in: spaces located less than two hundred metres away from teaching or educational centres or other places with an influx of children; places located less than two hundred meters from spaces intended for the celebration of any public event of a cultural, festive, recreational and/or sporting nature; areas that put sex workers at greater risk due to their isolation, lack of lighting or proximity to roads.
A comprehensive municipal action plan to work with women in prostitution will be delivered alongside the new legislation aimed at helping them to integrate socially, economically and professionally into society.
