OMITA:These are decentralized offices of the Ayuntamiento of Cartagena where matters relating to Town Hall business can be carried out.
Most of the everyday functions of a Town Hall can be accessed by these offices, such as empadronamiento, checking the status of planning applications, paying municipal taxes, a registro general facility to register documentation presented to the town halls, etc. Documentation relating to the "padrón" register can also be dealt with.
Its pretty much an extension of the Town Hall, and means that for most basic enquiries and general information, there is no need to make a trip specifically into Cartagena.
