ARCHIVED - Spain introduces national plan to combat freezing winter temperatures
The national plan will be implemented in Spain between December 1 and March 31 each year
Winter is coming and the Spanish government plans to be well prepared for the forecasted sub-zero temperatures this year with the introduction of a national plan of preventative actions for freezing weather.
Activated between December 1 and March 31, the protocol will have four alert levels depending on how cold it gets. The ultimate aim of the plan is to implement safety measures in extreme temperatures to keep citizens safe and, above all, reduce weather-related mortalities, which skyrocketed during this summer’s heatwaves.
Here is what the action plan will look like:
- Levels 0 and 1 will depend on the social services providing information to the general public about how to keep themselves and their environments safe during cold spells. Special attention will be paid to older people and vulnerable groups. At these levels, the Ministry of Health will corroborate with all of the autonomous communities throughout Spain in developing information campaigns for professionals and citizens.
- The coordination with regional leaders will be intensified at level 2, and risk assessments will be carried out in the various municipalities; bespoke action plans featuring safety advice and recommendations will then be issued depending on the level of risk. The adoption of additional measures of a general nature or aimed at specific groups will also be considered.
- At level 3, the most serious, the procedure will reinforce the measures adopted at level 2. An inter-ministerial working group will again conduct risk assessments in their municipalities and access the actions that need to be taken to guarantee safety. The Health Alerts and Emergencies Coordination Center would also intervene at this level.
If the proposal is passed, residents will be invited to sign up for SMS or email alerts which will update them daily on the temperatures and level of risk.
Contrary to popular belief, winter mortality, despite global warming, continues to be higher than summer mortality. According to the Carlos III Health Institute, the risk of death attributable to extreme cold increases between 9.1% and 13.8% for each degree that the temperature drops.
